Emergency Food Stamps Available in Texas: Governor Greg Abbott announced today that the Texas Health and Human Services Commission (HHSC) has received federal approval for Supplemental Nutrition Assistance Program (SNAP) recipients to apply for replacement benefits for food lost or destroyed during the storms in the wake of the severe weather and flooding that occurred last week.
SNAP recipients who have experienced food loss since May 16 are eligible to file for replacement benefits. Within two business days of approval, these benefits will be incorporated into their Lone Star Cards.
“Due to recent severe weather and flooding that devastated communities across our state, impacted Texans will be able to apply for SNAP replacement benefits for food that was lost or destroyed during these devastating storms,” according to Governor Abbott.
By dialing 2-1-1, eligible Texans may petition for these benefits. I am grateful to the Texas Health and Human Services Commission for collaborating with our federal partners to guarantee that Texans have the necessary resources to recover and progress following these disasters.

By June 17, applications must be submitted by recipients in the following counties: Austin, Chambers, Colorado, Harris, Liberty, Montgomery, Polk, San Jacinto, Trinity, Walker, and Waller.
Individuals must dial 211 and select Option 2 in order to enroll. Alternatively, they may submit Form H1855 (Affidavit for Nonreceipt or Destroyed SNAP Benefits) to the Texas Health and Human Services Commission at P.O. Box 149027, Austin, TX 78714-9027, or by fax at 877-447-2839.
Within ten days of discovering their food loss, SNAP recipients who reside outside the designated counties may file for replacement benefits by visiting a local benefits office.
The HHSC will provide replacements for food and formula lost during the hurricanes through the WIC program in addition to SNAP benefits until May 31, 2024. These benefits are available to individuals in need by visiting TexasWIC.org or calling 800-942-3678 from 8 a.m. to 5 p.m., Monday through Friday, and selecting Option 3. Through its lactation hotline at 855-550-6667, the WIC program also provides round-the-clock breastfeeding assistance.
