Gas Stimulus Payment: Missouri residents who have maintained their gas tax receipts from the previous year are eligible to submit an application for the gas tax rebate. The application deadline for this rebate is September 30, and it provides drivers with the opportunity to receive a refund for the augmented Motor Fuel Tax.
Missouri enacted Senate Bill 262 in 2021, which allows drivers to obtain a rebate on the gas tax. Since that time, the state has been increasing the petroleum tax annually to provide funding for the maintenance of roads and bridges.
Since the enactment of SB262 in July 2021, the tax has increased from 24.5 cents per gallon to 27 cents per gallon. It will continue to increase until it reaches 29.5 cents per gallon in 2025. Missouri continues to rank near the bottom in terms of revenue per mile, despite these increases.
Drivers from July 1-2024 must submit Form 4923-H online for reimbursement, requiring Vehicle Identification Number and total petroleum and diesel gallons purchased.
For assistance with the rebate application or inquiries regarding the rebate, drivers may contact the state via email or by calling 573-751-7671 or 800-735-2966. The Missouri Department of Revenue reported an average petroleum tax rebate of $27.86 in 2022.

Infrastructure Financing
Missouri Governor Mike Parson supports the gas tax hike to improve infrastructure. Governor Parson increased the gas tax in 2021 to emphasize the need for infrastructure financing and transportation’s role in economic development.
Parson said, “Our economy is propelled by transportation.” To address the backlog of underfunded requirements and repair or replace all bridges, much work remains. Collaboration lets us keep infrastructure funding steady.
