NCCA Anniversary 2024: The N.C.C.A. Anniversary is annually observed on April 3. The National Commission for Culture and the Arts, abbreviated N.C.C.A., is the official Philippine government agency for culture. It serves as the coordinating, policy-making, and grant-making organization with regard to the development, promotion, and conservation of arts and culture. The organization in question executes the policies it develops and administers the National Endowment Fund for Culture and the Arts (N.E.F.C.A.) with the sole purpose of carrying out initiatives and programs related to the arts and culture.

NCCA Anniversary: History

The Alliance of Artists for the Creation of a Ministry of Culture (A.A.C.M.C) formulated and approved a proposal to establish a Ministry of Culture on March 12, 1986, subsequent to the overthrow of President Ferdinand E. Marcos’ dictatorship by the People Power Revolution. On January 30, 1987, the Presidential Commission on Culture and the Arts (P.C.C.A.) was established. In 1992, Congress ratified Republic Act No. 7356, which replaced the P.C.C.A. with the N.C.C.A., in accordance with the new constitution.

The cultural agencies affiliated with the N.C.C.A. were compelled to reassess their current mandates and programs in an effort to standardize the provision of cultural services upon the organization’s formation. The Cultural Center of the Philippines (C.C.P.) underwent a restructuring to become the national coordinating center for the performing arts. In an effort to shed its previously perceived ‘elitist’ image, the organization developed partnerships with local arts councils and strengthened its outreach programs.

As a commemoration of the 150th birth anniversary of the esteemed and artistically gifted Jose Rizal, the N.C.C.A. established the inaugural ‘Sentro Rizal’ on June 28, 2011, within the N.C.C.A. building in Intramuros, Manila. It seeks to inform Filipinos living abroad about Philippine culture and the arts. Globally, there are eighteen Sentro Rizal offices as of May 2016.

Government entities implementing programs and initiatives shall transfer public funding to civil society organizations under Section 65 of the 2017 G.A.A. As a result, the N.C.C.A. Board of Commissioners adopted a resolution establishing accreditation requirements for government agencies, organizations, and individuals seeking funds. Government agencies, civil society organizations, people’s organizations, indigenous people’s organizations, individuals, local government units, state universities/colleges, and public institutions can receive N.C.C.A. funding.
