In 2013, the first Global Day to End Child Sexual Abuse was observed, and to prevent child abuse, events were sponsored and organized in over 30 countries and more than half of the states in the United States.
Global Day to End Child Sexual Abuse: A Historical Portion
The inaugural child protection organization globally, known as the New York Society for the Prevention of Cruelty to Children (NYSPCC), was established in 1875. Mary Ellen Wilson, who was nine years old at the time, was neglected and abused by her custodians in 1874. Upon learning of her plight, missionary Etta Wheeler resolved to intervene. Wheeler ultimately sought assistance from Henry Bergh, the founder of the American Society for the Prevention of Cruelty to Children, after requesting aid from a variety of sources. Mary Ellen was rescued as a result of Bergh’s assistance.
As a result of his disappointment that no organization existed to assist children, Henry Bergh founded NYSPCC in 1875. By 1922, approximately 300 non-governmental child protection societies had been established, following NYSPCC. Since its establishment in Chicago in 1899, the first juvenile court in the United States had expanded to nearly every state by 1919. As the demand for a public child welfare agency grew throughout the 20th century, the Federal Children’s Bureau was established in 1912. The Sheppard-Towner Act, which provided federal funding for maternal and infant health services from 1921 to 1929, followed suit.
Non-governmental child protection services experienced a significant decline by the 1950s, and by 1967, legislation in almost every state transferred the duty of child protection to the government. Surprising numbers of individuals became interested in providing services for children in the 1960s when physicians began to publish articles on child maltreatment. The article ‘The Battered-Child Syndrome,’ authored by Henry Kempe in 1962, garnered significant attention from both the media and the general public. In 1962, as part of its emphasis on child protection and amendments to the Social Security Act of 1962, Congress mandated that states provide statewide child welfare services.
